The R1-991 Whistler was designed by Rubicon Industries as a single-occupancy assault vehicle. Their bulletproof armor and advanced weapon systems made them ideal for aerial combat, however plans for mass production were scrapped due to cost factors. The remaining fleet was slated for destruction, however several disappeared before they could be disposed of. The Cental Intelligence Agency believes that Raven may have stolen the last working prototypes in an operation led by former Raven mercenary Dalton Brooks.
